Depending on what MTA you use (exim, postfix, qmail, etc.) you should be able to set a quota in your MTA's configuration file(s). Exim uses the 'quota' and 'directory' options to control this, IIRC. Your MTA may be different, but check your MTAs documentation for more info.

hi,
I tried to set up quota using Sendmail.
Only problem, all the mail are stocked in the /var/spool/mail.
By the way, is it possible to set the pop3 server so nobody can keep/accumulate mails on the server? |

I seem to find myself advocating the brute force method quite often lately. This works ONLY with a maildir system of which sendmail is not.
Delete any file older the x days in their maildir. Post this limit, make it reasonable like 30 days, and use quotas. Quotas will keep one user from killing you and deleting files will keep it from building up. I suppose you could autodelete anyting that gets moved from the new folder to the cur folder.
OTOH a 40 GB drive will set you back $60. Might be worth it.
