Exim not showing any auth methods at all

I'm trying to set up auth smtp over tls using exim for relaying mail. The first problem I have is an error which appears in the log saying "retry time not reached for any host".

After flushing the queue, I get a "authentication required but no mechanisms found" error.

Then, when I telnet into exim and do an EHLO localhost command, it doesn't give me any AUTH line at all. Wtf?

I'm just trying to get it to prompt for a username and password when it relays email.

exim.conf and auth_sub.conf are both in http://public.growse.com/hosting/
