Check your "dmesg" output -- do you see an error message about not finding a valid ramdisk? That was my problem. I had just converted from bootsplash to splashutils and had forgotten to run the command:

splash_geninitramfs -v -g /boot/fbsplash-emergence-1024x768 -r 1024x768 emergence

I was trying to use my old bootsplash initrd; didn't think I needed to generate a new one. But regenerating the initrd for my theme fixed the problem for me.
