Hi,
if you want install reiser4 in the root partition you can read this
https://forums.gentoo.org/viewtopic.php?t=216214&postdays=0&postorder=asc&start=0
about a Gentoo liveCD with support for reiser4.

yea, but that doesn't support amd64 yet. and besides, i've already bootstrapped and emerge system. and it was my /home partition i wanted it on. do you know what the command to load it is or do i have to use a reiser4 livecd?

for create and manage reiser4 partitions you must
emerge reiser4progs and have a kernel with support for reiser4.
Then you can use
debugfs.reiser4
fsck.reiser4
mkfs.reiser4
resizefs.reiser4

you must create a partiton with cfdisk or another program
(qtparted ecc) then you can create the filesystem with
#mkfs.reiser4 /dev/name of partition

Now you can mount the partition where do you want:

#mount -t reiser4 /dev/partition /home

If you want that is run during the boot
you can edit /etc/fstab
