[forums-announce] Chinese forum established

Today we finally added a forum for all our chinese users. This forum can be found in the 'International Gentoo Users' section. While the call for a chinese forum and chinese language-packs got louder from day to day we also asked for volunteers to moderate the new forum. EricHsu and akar will take care of the Chinese forum and help out with moderator duties.
Furthermore 'Traditional Chinese' and 'Simplified Chinese' are now available as board languages.

If you notice any threads that belong in the new forum, please let us know in Report Guideline violations, duplicates or misplaced posts.
