open windows no longer appear on bottom panel!

Recently gnome has decided that programs that are running or windows that are open are no longer going to appear on the bottom panel. This is very annoying. I have checked in the configuration editor and could find nothing out of place. I even tried reinstalling nautilus and a bunch of other gui programs, but had no sucess.

right click on the bottom panel and select Add to Panel...
then select Window List
