It seems that I have two restless packages that loves being compiled. Each time I do emerge -puvD world this happens:
If dev-libs/nspr-4.4.1 is currently installed then it wants to upgrade to dev-libs/nspr-4.4.1-r2 (that's OK). However, if dev-libs/nspr-4.4.1-r2 is installed then it wants to downgrade to dev-libs/nspr-4.4.1. Repeat until bored ;). The same goes with media-libs/gst-plugins-0.8.2 and media-libs/gst-plugins-0.8.5-r1.
I thought that I may have two packages installed, one requires media-libs/gst-plugins-0.8.2 and the second media-libs/gst-plugins-0.8.5-r1, but etcat depends does not work for me.
I have =media-libs/gst-plugins-0.8.5-r1 ~amd64 in my package.keywords file, however there is no such line for nspr.

See this bug:

https://bugs.gentoo.org/show_bug.cgi?id=73447

It's apparently tied to gaim-encryption, and once the version marked unstable is re-marked stable this upgrade/downgrade issue will resolve itself.
