SOLUTION
It is recommended that all Gentoo Linux users who are running sys-devel/perl-5.6.1-r9 or sys-devel/5.8.0-r5 and earlier update their systems as follows:
emerge rsync
emerge perl
emerge clean
ALTERNATIVE SOLUTION
If you don't want to or can't upgrade your perl package right away, you can emerge dev-perl/Safe to accomplish the same solution as above.
