Error after configuring USE variable

Im following the handbook and I get to Configuring the USE variable after I type: mkdir /etc/portage

I get a message that says:
mkdir: cannot create directory `/etc/portage': File exists

What should I do?

That is just when there is not one.Are you trying to create package.keywords,then cd /etc/portage touch package.keywords
