pppd question about pon and poff

Hello

got a problem regarding pon and poff. I've got a few users who belong to one group called isdn. This users should be able to dial and hangup the isdn line. the "problem" is that if one user dials into the internet, noone is able to disconnect the isdn line via poff. I have tried to change the group of pppd to isdn and chmod'ed to g+s.

Why aren't the other users able to disconnect the isdn line, which has been esthablished by someone else?
