I was wondering how I could create a runlevel without the local, xdm init scripts and be able to choose it from grub? I already copied /etc/runlevels/default to /etc/runlevels/failsafe and I added 'failsafe' to my boot options in grub.conf. Do I have to do anything in inittab to make my computer actually boot this runlevel?

No, it should work like this. See http://www.gentoo.org/doc/en/handbook/handbook-x86.xml?part=2&chap=4#doc_chap5
