Well, assuming you have a working Gentoo installation you would just have to enter
Code:
emerge kde
in a terminal and let portage do it's thing, or you could go with the bare minimum
Code:
emerge kdebase
. Otherwise you would have to download the sources and compile them yourself, maybe through use of this guide: http://kde.org/documentation/faq/install.html

if you want to know what you need to download to install any package, the best way to know is to use the "pretend" parameter with the emerge command:

Code:
emerge <packagename> -p


that howto that you referenced has a table in it that explains which kde packages are contained in which files, so i think that looking at the table should answer the question of which packages supply which functions in kde. is that what you want to know?
