USE program?

I was using a program about half a week ago that edited the USE section of make.conf and had the abilty to easily add and remove flags and had a nice huge list of USE flags.. but i cant remember it! and i cant find it on the forums/ or on irc.. its bugging me alot.

please someone help me.
