It's hardmasked in the profile and there's nothing you can do about that (except modifying the profile which will revert back at the next emerge sync).
You could try to change your profile to an older one that still supports such an old gcc, but I've never tried downgrading profiles... You're n your own there...
You change the profile by changing the /etc/make.profile symlink from its current target to another one under /usr/portage/profiles. Take a peek under there to see what's available. However don't be too surprised if things break when you change to the older profile (the breakage isn't a serious one as long as you don't meerge anything in the new profile - simply switching back to the original profile will fix things, but once you emerge stuff it gets complicated).
