You might want to look at the The Gentoo Linux alternative installation method HOWTO
Item 4 on that page talks about Installing from Stage 1 without network access _________________ All reality is the construct of the observer.

that describe installing from stage 1
i am using stage3
also the problem is that in the manual it asks for doing
like
emerge syslog-ng
then it tries to connect to the internet and download that file
how to we get to use the packages from the package CD??
i have copied all the packages from the package CD to the /usr/portage/distfiles directory

When you emerge syslog-ng, emerge looks for the source code for the package in the tar.gz format. The source code file is found ONLY on the Universal liveCD, not the package CD. The package CD contains strictly binary packages, which are already compiled. Do not copy anthing from the packages CD to the /usr/portage/distfiles directory.
To emerge syslog-ng from the source code on the Universal liveCD, mount the CD under /mnt/cdrom, then copy the syslog-ng source code to /usr/portage/distfiles: Code: | cp /mnt/cdrom/distfiles/syslog-ng-1.6.5.tar.gz /usr/portage/distfiles |

As is mentioned, the 2004.3 Gentoo/x86 Handbook contains the installation instructions for a networkless installation using the Universal LiveCD and, optionally, a Package CD.
Follow the instructions to the letter; forgetting to execute certain steps may result in failure to install Gentoo. |

Give yourself at least 8GB, just to be safe. |
