IRC Chat Connection

For some reason I cannot connect to an IRC channel. I am trying to connect to a random server with no luck. This is my error message.

Anyone help me in trying to get IRC up and running, please.

use irssi, and do you use ipv6?

I am usng ipv4. And runnig irssi on the command line does not work.
