I am fairly certain that driver does not support mii.

Make sure you have support compiled either in the kernel of as a module, and loaded:
Code:
Device Drivers  --->
  Networking support  --->
    Ethernet (10 or 100Mbit)  --->
      <M>   Generic Media Independent Interface device support

If compiled as a module, load it using modprobe mii, then try using mii-tool

For cards that mii-tool doesn't work on, try ethtool. Though, if you have a 100mbit switch (not a hub), pretty much any card will auto-detect and run 100mbit full duplex. Its been a long time since you have had to force most ethernet cards to run at their best speed.

Code:

*  sys-apps/ethtool
      Latest version available: 3
      Latest version installed: 3
      Size of downloaded files: 111 kB
      Homepage:    http://sourceforge.net/projects/gkernel/
      Description: Utility for examining and tuning ethernet-based network interfaces
      License:     GPL-2
