How / where do I ask for a package to be added

especially if I'm not ready to tackle creating an ebuild?

I'd like to see the 'mynetwatchman' firewall logs reporting agent added as a package to one of the net categories. :-)

Do I enter a request in buzilla in the GRP section as an enahncement? (I'm still a little confused by what is meant by Gentoo Reference Package, even though I read it several times.)

Do I post in one of the forums for a volunteer maven bash script and perl person to PUH-LEEZE put together an ebuild for me with appropriate patches.

Any takers?

Generally, the requests end up in Chat. Unfortunately, there is no official request policy. Mentioning it here might garner the attention of someone that is interested.

Filing a bug would be the way to go if you were going to offer an ebuild, but otherwise is probably not very courteous.

You might want to check out the Gentoo Linux Developers HOWTO for information on creating an ebuild.

Thank you. That's exactly what I wanted to know.

Of course, anyone viewing this thread is welcome to jump in and help out. I'll go through the ebuild How-To and take a stab at it, but I don't really expect success any time soon. ;-)

I think that it should exist a place for this things, like old packages in portage, I was looking for gringotts, in the portage you can download 0.6.2 version, but in the official website there are new versions, stable and not

If a package in portage is just out of date, it's usually pretty easy to make an updated ebuild. Heck, half the time, it's just a matter of renaming. Even if the build process has changed, modifying an existing ebuild isn't too hard. You can throw your new version in your PORTDIR_OVERLAY and send a copy to bugzilla.
