emacs shortcuts in gnome

I am told there is a way to enable emacs keybindings in gnome by using the "keyboard shortcuts" program which is under the "desktop preferences" menu. I have seen on a debian system where there is a checkbox for this, but on mine there isn't. I put emacs as a use flag, and tried to recompile gnome, but it didn't seem to make a difference. Does anyone else have this box, if so, can you post your use flags, or maybe give me some clues.

edit/create ~/.gtkrc.mine put this in it

I tried this and I may have done something wrong, but the emacs shortcuts don't work, and there is no check box in the keyboard shortcuts menu. What do I need to do for this to take effect? I restarted my x session, and it did not.

It doesn't work in all applications (gedit) but it does work in some (firefox, gaim, etc).

it doesn't work in anything,not firefox, not gaim, not xchat. What could be wrong?

I've tried everything I could find here, including .gtkrc.mine, .gtkrc-2.0, gconf-editor, .....

Does anyone have emacs keybindings in firefox/thunderbird?
