I was just wondering if it is feasible to upgrade such things as gcc, glibc, baselayout, and others.
if it is recommeded, will i have to do anything except an emerge -u world, or will i have to do a bootstrap or anything like that?

With gcc and glibc, it depends what version you're coming from. If gcc is <=3.1, then you will want to read http://www.gentoo.org/news/20020917-upgrade_1.4.xml. If glibc is >=2.2, you should be OK just emerging it. Baselayout should not present any unusual problems (except you will probably need to spend some time updating config files).

my gcc is 3.2-r1, and it wants to upgrade to 3.2.1-r6.
my glibc is 2.2.5-r6, and it wants to upgrade to 2.3.1-r3.
so i guess these will be fine.
are there any system packages that anyone knows of that will require more work then a simple emerge?

You should be ok with those (though after the gcc upgrade you'll want to run env-update; source /etc/profile before doing anything else). If any package requires something more exotic, it usually won't let you just "emerge" it (people on 1.2 systems can't just upgrade gcc that way for example).
