I am using:
alsa
arts
KDE 3.3.2
gentoo-2.6.11-r4
AC'97 Chipset
I am trying to setup recording
I have been using krec
The problem is that the mic outputs to the speakers rather than recording something

Well, you can check by using the "amixer" command. It will show a line that contains the words "Capture [on]" if it's enabled. You might have to scroll through many lines of output in the process. If it's disabled, you can set it with amixer (and probably with alsamixer as well).
