Why are these applications not available to be run by unprivileged users by default? Anyone know?

This doesn't make any sense to me.

they use some system calls that are only usable by root. Same reason why 'ping' can only be used by root, except that ping is a suid program (means it runs with the priviledges of root and not of the current user).
