Is it hardware or software driven? I can't imagine what the CPU usage must be like if it's the latter.

That is true, so are wallpapers, window decorations, skins, themes, transparency, etc. But people still like eyecandy and the eycandy factor looks to be pretty high on e17.
I'm shure e17 has more to offer than good looks when it's finished thoug.

I like eyecandy but everything has its limits, i dont even use xcompgr from xorg , to me e17 is trying to bring to linux that stupid OS X look

and like ikaro said "useless" no functuality at all
