Thus, we are all empowered to choose the mirrors of our choice, for the packages of our choice! Here's a quote from Mr Daniel Robbins himself which should make things clearer (with a corrected typo ... hehe). Thanks to spider for the information. Haven't tried it yet ...

feature appears in (if memory serves) Portage 1.9.11, so you can bet
that a very large number of people aren't running it yet. It may be
best to add mirror:// support only after we've officially phased out
