Hello!

emerge-webrsync automatically fetches and installs the latest snapshot.
Is it the same if I download portage and install it by:
#tar -xvjf /mnt/gentoo/portage-20041202.tar.bz2 -C /usr ?

Nope, it does a bit more than that. It downloads the snapshot, compares it with the current portage tree and updates it (using rsync, locally), then updates the metadata. Something like that.

Just open /usr/sbin/emerge-webrsync in your favorite editor, it's a simple (*cough*) bash script.

May I use manually downloaded portage file for emerge-webrsync?

As dowload path for emerge-webrsync is /var/tmp/emerge-webrsync/, I will put there manually downloaded portage and execute emerge-webrsync.
