There is an opensource RISC processor core development is going on at Tampere University of Technology, FINLAND.

COFFEE(TM) RISC core is a risc core developed in the Institute of Digital and Computer Systems at Tampere University of Technology.

The aim of this project is to provide a risc core as an IP-block. The intention is to provide all VHDL codes as open source, so anyone may freely use, modify and distribute them. Also later on, the intention is to provide other functional blocks to extend the core to a real processor.

its a nice idea but I'm willing to bet Intel, IBM and the rest have so many patents that a full opensource processor would be impossible unless your china, while users can tweak code and recompile it with ease a billion dollar fab isn't that simple to get hold of not to mention the losses due to economies of scale

the real open source advantage is the lack of architecture dependency that means in a couple of years i could get a power5 or itanic without having to loose all my apps, once software is fully platform independent the free market kicks in and the cheapest/best will be bought by consumers
