I would like to track when a particular page is changed in a web site, and get notified of the changes.

I have written a small shell script which downloads the webpage and compares it with the same page, downloaded the day before. This solution is not too elegant (the output of diff), but it required only a few commands.

Is there something better ?

I believe a number of web mirroring programs do that. Check out http://freshmeat.net, there are a few open source ones.
