Kernel: 2.6.11-gentoo-r6
cdrtools-2.01-r2

I am unable to burn CDs (ATAPI) as any user other than root.

I have set the permissions to /dev/hdd to 777

Has anyone ever seen this before or know how to fix it? I never had this problem before and I don't burn that often so I don't know when this started.

your user should be in the group "cdrom". works fine here using k3b..

strange.. i have no such group burning here, neither did i chmod any devices manually.. it worked just out of the box 8O

chmod could also be done by k3bsetup.
