If you want the latest bleeding edge version of amanda, you can do one of these:
1. Download the snapshot of the latest version from its website and compile it manually.
2. Request an ebuild for it in https://bugs.gentoo.org/ and hope that someone makes an ebuild for it.
3. Make an ebuild yourself.

What you need now is an updated ebuild, you can follow this guide:

hum... I got some big trouble with the patches...
First, I don't really know if I should apply them since they're given with the source code...
Secondly, I still have troubles applying them...
I need help about epatch use... but can't find it.
well... i'll just post what I have done in bug report 91084.

Any help with this problem is welcome...

my very first attempt seems to be working...
do you know about patches?
I mean, the way they are written (headers, which files are to be patched, ...)

I have been version-bumping AMANDA myself & perhaps I should submit to bugs.gentoo. However, I have been bumping the client-only version that was on bugzilla some time ago. I don't particularly like the official builds & there server-centric attitude (no useflags for client/server-only & no client-only packages, as there are on EVERY OTHER distro).
