| I have a 450 mhz system with a tv tuner card. I was wondering if this would be good enough to make a nice tv. |

TV yes (all it really does is display a magenta square on the screen and the tv card sprays the rest in, roughly speaking), recorder probably not.
I used to do TV with a PPro 200mhz with 64MB of ram.

Since i have a 1.2 GHZ machine (all i need is the motherboard) i'll probably use that as the tv/recorder
