100% to 99% cpu usage?? always

I load the X server and my dock application says that I have 100% to 99% of my cpu usage ... always...

by the way I have Pentium 4M 2.0Ghz processor ... are they any especial flags for this kind of processor m??

The load on youre CPU is probably the "nice" one ...
