You're asking if Gentoo is good for running a CVS server in a Gentoo forum... so of course the answer will be yes. In reality, any Linux distro will do, so it's up to you to decide what your favorite distro is and use it.
As far as security goes, you can firewall all your ports and access CVS via SSH using key authentication.
