broken symlinks from packages (several noticed)

i just noticed some symlinks that are broken in /usr/lib

rpm package:

rpmpopt -> rpm/rpmpopt (i think this should be rpm/rpmpopt-4.0.4 as that file exist)

tk/tcl:

libtcl.a -> /usr/lib/libtcl8.3.a
libtk.a -> /usr/lib/libtk8.3.a

both these files simply dont exist

any reason why these broken symlinks are there? I would guess borked packages
