Installing recalcitrant modules

Hi,

I've been thinking about getting a TV tuner card for the PC and though I'd see what support Linux had for them.
There are two drivers that fit the bill depending on what I buy, bttv and saa7134.
My problem is that no option to compile these modules appears in the 'make menuconfig' screen.
If I try running 'make xconfig' promising looking rubriks like 'BT 848 Video for Linux' appear but they are disabled and I cannot select them.
What causes these problems and how do I fix them?

PS Any thoughts on the best TV tuner card to go for?
