I use runlevel 3. When I issue a "startx", a small, colored KDE screen appears with the advancing services being implemented. The background though, is grey. Once all of the KDE services/processes load, I get my normal background (KDE's default).

I'd like to change the grey background behind the KDE splash/window, to an image. Can I do this using xv or from ~/.xinitrc ?

You can set it up in the KDE Control Center.
(translated back from German:)
Systemmanagment -> LoginManager -> Background
