How to CREATE a custom set of cursors for X?

Hello people
I've been browsing kde-looks.org which has a wide variety of cursor themes for X but I didn't find one that really pleased me.
Several years ago, I created my own pack of cursors for Windows which I really like (the cursors heh, not Windows!#@%) so I would like to know either how to create a custom set of cursors or convert one from Windows
I've looked under /usr/share/cursors/xorg-x11/ but I didn't find what file format the cursors where using...
I've read an article from Nicholas Petreley about a Perl script that converts cursor themes made with CursorXP or whatever into cursors you can use with Xorg/Xfree. (link) but that's not what I wanted because it doesn't work with normal cursors made for Windows but with cursors made by CursorXP or whatever...

I've searched on Google but didn't find any relevant doc/tool to create a cursor pack...
Of course it'd be simpler for me to just import my Windows cursors, but I can also take the time to just re-create them for Linux provided that I know how to do so...

Any help would be appreciated, thanks
