hi im looking for GUI file manager that supports SHIFT_JIS file names..

That should not depend on the file manager application used - only on the interface to teh filesystem, and the filesystem itself.
If the filesystem supports those characters then so should any X application.

no, Japanese filename encoding are not limited or controled by filesystem.
this is depends filemanager supports or not. naturis(i forgot how i spell) and konq supports EUC-JP encoded filenames but not Shift_jis.

Erm.. yes they are - if the filesystem supports Unicode then any character set can be stored in a filename.
