Slow PCMCIA modem card

I got a cheap 56k IBM pcmcia card to use on my laptop since the internal one doesnt work with those closed source drivers.

Anyway, it installed ok, cardmgr got serial_cs up, kppp connects to the net, but I cant get more than 1k transfers from it. kppp says it connected at 33600, which is slow but should get me at least 3-4k. A download from a good ftp showed that it never got past the 1k.

Any ideas?
