I have two boxes running Gentoo with KDE 3.4. On both machines, whenever I first login to KDE, the systray icons for keyboard layout (and power management, on my laptop) don't show up. I have to go into KControl, disable the apps, and reenable them for them to show up in the tray. My xkb settings don't appear to be applied until I restart kxkb, either. As best as I can tell from KControl, they should both be starting up on login, but aren't. Any ideas?
