KDE 3.4 - time does not stay on the timeszone set

I am using KDE 3.4 and whenever I set the timezone I apply it, it shows it correctly but when I exit it and go back it does not show the timezone I set but rather goes back to UTC.

yeah I think you have to edit rc.conf and change the option UTC to local.
