I have configured eth0 for the ethernet nic with a static ip, and eth1 for the wiki card with dhcp.

In /etc/modules.d/aliases, I have

alias eth0 tg3
alias eth1 ipw2200

The system is configured to start eth0, which it does just fine. After a while, though, the wifi interface comes up by itself and grabs eth0. I'm not registered for the wireless network where I'm working wired, so I lose my connection. Restarting net.eth0 at this point does nothing. All I can do is rmmod ipw2200 and then bring eth0 back up. What am I missing here?

aliases will not guarantee names.

Write a udev rule, look into ifrename.
