In all honesty, I've never used genkernel, so there's probably somebody out there more useful than I in this situation, but have you considered compiling the kernel manually? It would definitely help to learn how, and it's not nearly as hard as everybody thinks before they try it (I know I was terrified at the prospect during my first install, but everything worked out fine). I'd say in either case, try creating a new thread (since this isn't really a networking problem any more :F) and we'll take it from there.

rm -r directory
Word of warning: this will delete ALL the contents of that directory without asking for any conformation or anything. Use with caution :F

IIRC, you are supposed to "cp /mnt/cdrom/distfiles/* /mnt/gentoo/portage/distfiles" before you chroot, and then (as far as Portage is concerned) the files from the CD-ROM have already been downloaded. If you don't do that, it won't use the packages from the CD-ROM.
