Code:
mirrorselect -i -o /mnt/etc........

I want to know, if i can do this once i've installed gentoo, because atm my network isn't working and i've tried installing it several times and all it sais is unable to connect.

If you want to do a networkless install you won't need to use mirrorselect. You just won't be able to emerge anything via the network while you can't connect. You may want to use the packages cd which contains binary packages. Read the instructions in the Installation Handbook on how to use the packages cd.
