All ebuilds that could satisfy "e" have been masked. One of the following masked packages required:

x11-wm/e-999 masked by keyword -*

Okay, a line in /etc/make.conf says:
ACCEPT_KEYWORDS="~x86"

/etc/portage/package.keywords says:

x11-wm/e ~x86
x11-plugins/e_modules ~x86
x11-misc/engage ~x86
x11-libs/ewl ~x86
x11-libs/evas ~86
media-libs/imlib2 ~x86
dev-libs/eet ~x86
dev-db/edb ~x86
x11-libs/ecore ~x86
media-libs/etox ~x86
media-libs/edje ~x86
dev-libs/embryo ~x86
x11-libs/esmart ~x86
media-libs/epsilon ~x86
media-libs/epeg ~x86
app-misc/examine ~x86
net-news/erss ~x86
x11-misc/entrance ~x86
app-misc/evidence ~x86
media-libs/emotion ~x86
media-gfx/elicit ~x86
media-gfx/entice ~x86
dev-util/e_utils ~x86
dev-libs/engrave ~x86
media-video/eclair ~x86

When I emerge libraries as per get-e gentoo instructions, gentoo doesn't appear to grab them from CSV, rather it downloads.

Any ideas / clues would be appreciated!

Try replacing the keywords in packages.keywords with -*. DONT set that as a global keyword!
