I've been puzzling over this problem for a while & now i figure i need help from the mightly gurus....
i have set up a new box using ivtv 0.3.7 on 2.6.13 under xorg primarily for mythtv.
but for some reason it only works if i run X as root.
if a user runs X, mplayer /dev/video0 just gives a solid green screen + static.
when X runs as root, even users get beautiful pictures when mplayer /dev/video0
both root & users are members of video
permissions of /dev/video* are 0660. permissions of /dev/v4l/* are 0660
corresponding pam line is commented out.
i don't get it?

figured it out.
it was that my user account loaded gkrellm2 which somehow knackered it all...... ah! the radio tuner plugin..... that's it. the radio tuner plugin then accessed the radio component of the pvr350 thus buggering the video. caused me grief for weeks nay months that,
