All options QoS and CBQ in (*).
make dep clean bzImage.

From help on QoS in make menuconfig:

I know this thread is old.. but i just had the same problem..
the cbqinit script wants ip and tc (from iproute2) to be in /usr/sbin/, but the emerge puts them in /sbin.. so just make some symlinks and you should be ok.
