creating a STAGE-XX-ARCH tarball help

Ignoring the "Install on 18 alike PC's" post (https://forums.gentoo.org/viewtopic.php?t=38078), I'm making a distro tarball for the alpha EV5. I would like the exact tar command to create the tar.bz2 files for each stage. I tried just replacing the "x" with "c" (eXtract, Compress), but it didn't quite work.
