Task list for post-emerge steps

I was unsuccessful in getting bind working. The Gentoo ebuild deviates from the documentation/how-to for bind but the package maintainer doesn't provide any post-emerge instructions or even a README about the deviations from the default source install. I found this to be true of other packages as well (qmail, for instance). Any chance on developing some documentation standards that provide a structure for package maintainers to provide more than changes from previous ebuilds to changes to the original source and any settings used by default (other than USE-related ones)?
