I have a problem where the network interface is being brought down before network filesystems are unmounted. Therefore the filesystems can't be unmounted cleanly. Why is this order of the init scripts incorrect?

Thanks for the response, right now I have RC_NET_STRICT_CHECKING="no" on both of my machines. The shutdown order is only backwards on my laptop, though. On my desktop, it works fine.
