Why are all the patches needed for apache

Installing apache i notice several patches being applied. Why is this necessary? Is it Gentoo specific? Are all the other distros patched too?

What gives?

These patches contain several things: bugfixes, security stuff, some adaption for the building process...
But no major fuctionality is added. This is only done when the proper USE flags are set.

Without any USE flags (except of apache2) you get a very basic Apache server with some (minor) Gentoo adaptions and some highly recommended patches.
